Strategic planning


Strategic planning
Goal: To develop and implement a long-term comprehensive fisheries strategy that identifies key fisheries issues in the region, outlines the environmental, socio-economic and cultural resource values, and fosters decision-making at the local, regional and international scale.

Objectives: The strategic plan will establish specific goals and objectives for individual fish species and habitat types and set strategic priorities for future funding. The plan will recognize ongoing commitments on behalf of existing regional programs (MELP, CBFWCP, CBT), incorporate community perspectives and concerns and prioritize funding based on highest fisheries resource needs. The degree of complexity of specific fisheries issues will dictate the nature of any collaborative arrangements and the time required for issue resolution. The plan is considered a "living document". Ongoing community discussion will be instrumental in shaping future changes in strategic priorities and allowing a process to facilitate strategic updates.

Activities: Seek consensus on goals and objectives, identify information gaps, recommend future research needs, review existing program plans, recommend suitable programs, and develop new opportunities that meet strategic guidelines.

Delivery Mechanism: Delivery of the strategic plan will be achieved through two workshops. The first workshop will be open to the regional partnership and other interested parties to provide strategic direction on species, impact type, geographic, and habitat priorities. The timing of this forum has not been finalized, but the intent is to conduct it during the latter half of the 1999/00 fiscal year. A consultant will be contracted to incorporate the results of this forum in a preliminary Strategic Plan that will be distributed to community groups for review and comment prior to a second meeting at the end of the fiscal year. At the second meeting, the strategic plan will be reviewed after results from the FY99/2000 programs are evaluated. Careful consideration will be given to coordinating strategic planning initiatives with other parties (MELP, CBT, etc.). A second task of the final strategic planning meeting will involve selection of a steering committee for a two year term.
