Community support and project monitoring
Goal: To provide technical and professional assistance in support of community-driven proposals. Community groups are defined as First Nations, Interest Groups, or a collection of individual users.

Objectives: This extension service is intended to ensure that proposals are technically sound, scientifically defensible, and financially accountable. Proposal goals and objectives are further expected to be compatible with provincial and federal fisheries management goals and objectives. The extension service will foster a collaborative approach between proponents, communities, and the regulatory agencies. Partnerships between groups and opportunities for co-funding are highly encouraged.

Activities: Support and advice will be provided to proponents requesting advice at the conceptual and planning levels to ensure that community concerns and issues are addressed while at the same time ensuring that projects have a high probability of producing the anticipated benefits. Facilitation of community-based proposals would be provided in the form of technical and strategic assistance during proposal preparation and liaison between proponents and regulatory agencies to ensure work permitting requirements are met. Professional facilitation would also be provided during the review process to ensure that proposals conform to development standards in adequate detail.

Delivery Mechanism: Preferably two personnel with a university degree in fisheries biology (or a related discipline) and a working knowledge of aquatic restoration techniques, aquatic ecology, and permitting requirements will be hired to facilitate this process. Subject to funding availability, one 'fisheries renewal extension officer' will be hired as an employee of the administering partner (CCRIFC) and will be based in the East Kootenays. A consultant will be contracted to provided extension services in the West Kootenays. This 'two track' approach avoids increasing fixed costs and provides an opportunity to evaluate two different delivery models. Specific tasks and community requests for the extension positions will be identified during the September 'stewardship' forum. A small amount of money is budgeted for specialist technical assistance which may be required in project development.
